In profound sorrow we the Management & Staff of Turnbull's Funeral Home & Crematory Services announce the passing of Francine Penn-Scipio, 72, of St. Thomas, U.S. Virgin Islands who passed away Wednesday, December 30, 2025. Francine is lovingly remembered by her children: Dianne Morales, Knielle Phillips Thomas, Kyle Phillips, and Kellen Phillips; and her cherished grandchildren: Stephen Ryan, Franique Ryan, Alvante Frett, Alliyah Dessout, K-Jani Woolcock, Knea Thomas, K'Nesha Thomas, Samaury Thomas, Jaylen Phillips, and Caden Phillips. She is also survived by her beloved daughter-in-law, Charisse Phillips.

She is further survived by her sisters: Pastor Edith Maria Penn Leerdam, Dr. Eleanor R. Penn Blyden, Eleanora L. Penn, Doris Penn, and Rita Penn Harris. Francine also leaves behind many great-grandchildren, nieces, nephews, extended family members, and dear friends who will forever cherish her loving spirit and treasured memory.
