He was the Government Affairs Specialist, Government Relations Manager,the Public Information Officer, Virgin Islands Police Department Spokesman, and the longtime host of Your Government and You.

He was preceded in death by his mother, Rosabelle Adina Hazel-Caesar, his father, Ivan Rudolph Caesar and two older brothers, Stedroy Caesar and Ivan Caesar, II. He is survived by his children, Javon Flemming, Caricia Caesar and KarliciaCaesar; Sisters, Rhona Caesar Shillingford (Leroy) of Miami, FL, Ingrid Trotman of Trenton, NJ, and Vera V.
