In profound sorrow we the Management & Staff of Turnbull's Funeral Home & Crematory Services announce the passing of Mr. Norwell Elton Harrigan, 78, of St. Thomas, U.S. Virgin Islands who passed away Wednesday, April 17, 2024 at South Miami Hospital in Florida.

Tony was a magnificent human being who could always connect with the better version of ourselves, because he found beauty in all life.  His formal education was an important part of his life's journey. It all began at primary school in Road Town, Tortola, and was completed along with his secondary education at Bristol Cathedral in Wales, United Kingdom. Upon graduation, he returned home to Tortola where he met his future bride, Dr. Birney Davies-Harrigan, a high school senior at the time. Two years later he was admitted to the University of Pittsburgh to pursue a baccalaureate degree in political science, and completed his studies at Lincoln University where he earned a master's degree in Human Services. He remained in Pittsburgh with his spouse and daughter for almost 40 years, before returning home in 2004.

Tony manifested his purpose primarily through his service to others.  He did this in a myriad of spaces: In the BVI as Human Resources Manager both at Road Town Wholesale and at Scrub Island Resort and as Community Development Officer. In Pittsburgh as Project Manager and Career Counselor for Jewish Family and Children Services; as Director of the Independent Living Programs at Ward Youth and Family Services; as Supervisor of Residential Facility at Alternative Program Associates; as Residential Supervisor, Pittsburgh Job Corp; as  Family and Children Services Coordinator at the Council of Three Rivers American Indian Center;  as System Consultant for Three Rivers Youth; and as Senior Therapist for Whales Tale, among others. His professional  objective was always to promote transformational learning through continuous self-assessment and improvement.

Tony is survived by his spouse Dr. Birney M. Davies-Harrigan; daughter Nadja D. Harrigan, Esq; grandson Qian Harrigan-Thomas; sister Peta Harrigan Cole,  nephew Derek Harrigan; and great niece, Faith Harrigan; Surviving aunts are Alice Harrigan-Harewood, Lilleth Naar, and E. Bernice Harrigan; Special Cousins are Genevieve Donovan, Barbara Fredericks, Rev. Dr. Earl Harrigan and Lyria Freeman. Sisters- and brothers-in law are Rosetta Davies-Carrott, Lola Davies-Malone, Utia Davies-Scatliffe, Dollee Davies-Lloyd, Roger Davies, Pauline Davies, Delma Davies-Maduro and Samuel Davies. Other relatives are too numerous to mention individually. His biological lineages include the Harrigans, Donovans, Maduros, DeCastros, Penns, Blydens, Smalls, and Pickerings. His marital lineage is the Davies clan of the BVI.
